What Is the Canadian Dental Care Plan (CDCP)?
The Canadian Dental Care Plan (CDCP) is a federal dental benefit funded by the Government of Canada and administered by Health Canada and Sun Life.
The program is designed to help Canadians without private dental insurance access important preventive and restorative dental services by covering a portion of the cost directly through participating dental clinics — like Strathcona Dental Clinic.
⚠️ The CDCP is not completely free. Most patients are responsible for a co-payment, depending on their adjusted family net income, as well as any services not covered by the plan.
In simple terms, the CDCP:
- Helps eligible Canadians afford dental care
- Is funded by the Government of Canada
- Is administered by Sun Life on behalf of Health Canada
- Supports children, adults, seniors, and eligible individuals without private insurance
Who Can Apply for the CDCP?
- You are a Canadian resident for tax purposes
- You do not have access to private dental insurance (through work, school, pension, or a personal plan)
- You and your spouse/common-law partner (if applicable) have filed your most recent income tax return
- Your adjusted family net income is under $90,000
CDCP Eligibility Groups (Federal Rollout)
- Seniors aged 65 and older
- Children under 18
- Adults eligible for the Disability Tax Credit
- All other eligible adults (expected to be fully phased in by 2025, based on federal timelines)
How the CDCP Works
The CDCP pays a percentage of eligible dental services, based on your adjusted family net income:

Patients are responsible for:
- Their co-payment portion
- Any non-covered services
- Any difference between CDCP fees and the clinic’s fee guide, where applicable

- Fluoride treatments
- Dental sealants (children)
- Oral cancer screening
- Tooth-coloured fillings
- Root canal therapy (eligible teeth)
- Simple and some surgical extractions
- Non-surgical gum (periodontal) therapy
- Certain crowns, bridges, and dentures
- Some oral surgery procedures, including wisdom teeth removal
- Nitrous oxide (laughing gas)
- Oral sedation
- General anesthesia (hospital or surgical setting, case-dependent)

- Date of birth & mailing address
- Latest Notice of Assessment (CRA)
- Information about other government dental programs (if applicable)

- Visit a Service Canada Centre and ask about the CDCP
